First, on the 4600c make sure that File and Printer sharing is enabled in Network Connections.  Second, open the Printers & Faxes folder on the 4600c, right click on the printer you want to share, then select "Sharing" from the drop down menu.  Choose to share this printer then give it a name (try not to use spaces in the name).  Third, make sure that the Norton Firewall is configured to allow local network access.  I don't have Norton, so I can't tell you how to do this.  You will have to read the documentation for that software.   If the shared printer does not show up in the Printers and Faxes folder on the laptop within about 1/2 hour, open the Printers & Faxes folder on the laptop and select "Add Printer".  Chose to add a "Network printer or printer attached to another computer"  If necessary, Browse to find the printer on the network.  You may be asked for the CD that contains the printer drivers.

Is your printer network ready?  If so, make sure you install the printer driver on your laptop, and do what the other poster said.
