There are hundreds of messages on these forums that tell you that the most common cause of this problem is improperly configured firewalls.  On any computer running Windows XP with SP1, disable the Windows XP firewall. It will not allow File and Printer Sharing. On computers running Windows XP with SP2, make sure that the Windows XP firewall has File and Printer Sharing checked off on the Exceptions tab. If you are running any third party firewalls, like those provided by such programs as Zone Alarm, Norton Internet Security, or McAfee Security Center, make sure they are configured to allow local network traffic.

I have an Inspiron and a Dimension which I have networked via crossover. I have Norton Internet Security turned on and Windows firewall turned off. Im running the same version of Windows XP SP2 on both computers. I can share files between the two without any trouble and can share the printer attached to the Inspiron.

I have some problems with the software in the inspiron in that it can not recognize that it is connected to a local network yet uses the network to access the internet via the Dimension.

To me it seems critical to have a firewall on if you are accessing the internet.
