New Dimension C521 modem does not work

Hello,   My dimesion C521 arrived yesterday. After I set it up, I have beeen unable to connect to the internet. I used AOL dial up on my previous computer and was planning on using the same account on my new computer. I installed the AOL 9.0 program that came with the C521 (on the desktop), the first thing AOL tries to do is call an 800 number to get local access numbers but as soon as AOL says it is dialing out an error screen pops up saying AOL is unable to connect to the internet. I called AOL customer support and talked to three people, their final assesssment was that the AOL software is running right and that there is a problem with the computer's hardware somewhere. They told me to call Dell which I did, and waited on hold for 45 minutes. By that time it was late and I had to get to work in the morning so I hung up without talking to a Dell tech. I also tried to load AOL 9.0 from a disk I received int the mail and the computer would not recognize the disk. I also used the modem assessment tool that Vista has and it says the modem is working fine. I also queried the modem in properties and windows said it responded as it should and that the device is working properly. In the process of talking to the AOL techs I re-booted the computer probably 5 times.   I am hoping someone here might have a solution before I get home and have to call the tech support line again. Do you have any virus suite running with a firewall running also? Might be it is set to block the access or allow the AOL connection. Turn the firewall off and try again. Might be the ptoblem. Have you run the AOL trouble-shooter for the modem first?
