for the red x problem, I suggest you delete your temporary internet cache files by using tool>internet options>temporary internet files>delete.

The new IE automatically sets a firewall as well a pop-up blocker etc. If you are running an anti-virus program which controls the WIN XP firewall, then this would account for the slow speed. Uncheck how IE handles the firewall and allow your anti-virus program to control that. Tools>Internet Options>security
