NIOCA message

Hi I hope someone out there can help me.

 

I keep getting multiple pop ups with the error message NIOCA pi Fail to open......

It only happens when a 'guest' uses the pc not the administrator.

 

I use a D link wireless connection and have windows XP....can I prevent this?
