You can.  I only know one way however.  Others may know more.

 

I multi-partition my HD using Partition Magic from PowerQuest ( www.powerquest.com)

Make the first partition FAT32, and install Win98 onto that partition.

Make the second partition NTFS and install XP onto that partition.

 

Now  to boot to either parition, you either choose the standard DOS booter, but I, personally don't like this option.  I use another product by PowerQuest called Boot Magic

This will allow you to choose wich parition to boot from when the system starts.
