Outlook Express error message

Suddenly I am unable to send or receive e-mail through my 3 outlook express accounts.  I receive the following error message:

A time-out occurred while communicating with the server. Account: 'verizon.net', Server: 'incoming.xxxxxxx.net', Protocol: POP3, Port: 110, Secure(SSL): No, Error Number: 0x800CCC19 

After about an hour and half on the phone, the Verizon guy decided it was not a Verizon problem, but I should contact Dell.

Before spending another couple of hours on the phone, does anyone have a suggestion?  I have a Dell Dimension with Windows ME.  Thanks, peggy

SOLVED!  It had something to do with my Norton Firewall.  I disabled it, then enabled it again and everything works like a charm.  So why did I waste all that time with Verizon?????
