I haven't had this problem, so don't speak from experience, but this should help:

Right click on the connection and choose Properties.
Click the Wireless Networks tab.
In the lower half of the window, under Preferred Networks, if your neighbor's network is listed, remove it.
Click on the Advanced tab.
Uncheck the 'Automatically connect to non-preferred networks' checkbox.

That was worth a try, but I have already tried it.  When I remove it, it just will show back up later.  As for the check box, it has never been checked.  Thank you though, sometimes it is just those little things that cause it, and other people are afraid to ask.

                         Have you tried changing channels for your network?  Most people keep their router's default channel of 6, so if you change yours to 11 or something, that may solve your problem.  And if you click on the Advanced Button underneath the Preferred Networks listing, change the connection preference to Ad Hoc or Infrastructure, depending on your setup, and see if that helps.
