PC to Modem Connectivity

I am running Vista on XPS 410.  A few nights ago my internet went down, and I haven't been able to get it running since.  My modem reads that the cable connection is good and the power light is on, but there is no PC light at all.
 
I have done all the powering down the modem and computer stuff, none of which seemed to work.  I have also tried renewing and resetting the ip address.  Finally, I reformatted and wiped everything out, but it still won't work.  I even bought a brand-new modem and still nothing.  Same problem, no PC light.
 
Without internet connection, I can't download drivers or whatever it is I need to get running again.  The LAN icon in network manager says it either can't connect or is connected to an unidentified network.  I'm lost and about to freak out.  Please help!

Hi,
Sorry but if you can split it down in more detail for me I might be able to help.
e.g. modem...... are you talking about external or the computer one, do you use a router, who is your isp,  have you tried  run..............cmd................ipconfig/all. have you these results??? When you said the internet went down on you can you be more specific :smileyhappy: (I wish mine did!!!).
