port 80 not accessible

Stated having internet (DSL) connection problems. now network card has limited or no connection and is not getting dchp address. Not running Norton Firewall. Ran a connection test and it shows port 80 is not accessible. How do I find what is blocking the port. I do have a router with other PC's working fine.

The only thing, wel two things, that can block that is a firewall and a port filter on the NIC.

Right Click the NIC and go to Properties.  Highlight TCP/IP and go toProperties and then the  Advanced Button.  Options Tab>Advanced>Highlight TCP/IP and hit the Advanced Button and see if any port is being filtered.

Check for any associated service (Control Panel>Admin Tools>Service) that would would be working for Norton or Mcafee and shut them down.
