Thje settings for your work LAN are going to be differnet that at home. The IP Address can not be the same as well as the subnet and default gateway. Why do you need to set a static IP Address at work? I would think there would be a router there issuing DHCP.
We also use assigned IP addresses at work. I got around this by setting my home router's IP address to the same one as our work's gateway, then letting it run DHCP, but left the notebook with the work's assigned IP address, making sure it was in the range of IP adresses the router's DHCP server issues. It works like a champ.

Since the card works properly at your office, could the problem be that the network cable you use at home is defective?
