Describe your network setup in as much detail as you can.  Type and model of wireless card and wireless router would be very helpful.  Information on your network like encryption type and security measures would also be good to know.  Is vista managing the wireless connection or are you using 3rd party software that goes with the card?
 
Make sure you have all critical/recommended updates for vista installed via microsoft update (I'm not aware of any relating to wireless but I also don't have vista).  Other generic advice would be to install the latest firmware on the router and latest drivers for your wireless card.

My computer :
Dell Dimension E521; Rating 3.2 windows experience index processor and athlon(tm)
RAM:2046 MB; 32~bit operating system
Purchased in 2007 and all software purchased and installed this year.
Secure wireless network - broadband - isp - Tiscali
Belkin wireless network utility
Belkin router 54g, Ref: F5D7632-4, version 4001UK
 
I am not very technical with regard to most of this info, I believe the wireless card is already installed in the computer.  How would I locate/identify this?  Let me know if I have missed anything.

Answers to your questions:
 1) no
 2) no - the computer is in another room from the router and is not connected to it by cable.
 3) I have an Belkin Adapter connected to the E521 which picks up the signal from the router.

I apologize ahead of time if I'm a little confused here.  I think you have the following:
 
1) A combination DSL Modem and Wireless Router (the Belkin).  This is likely connected to your phone line.
 
2) A dimension desktop that you are having problems connecting to the internet with (ultimately though the belkin router)
 
 
This brings up the following set of questions:
 
1) Do you have any other computers you are attempting to connect to the internet?
2) Is the E521 you're having problems with near the belkin router or physically connected to it (with a cable) in any way?
3) Do you see a wireless antenna anywhere on or connected to the E521?
 
Click start, in the search box, type CMD .  Double click the result to open a command window.  In the command window, type    IPCONFIG /ALL   and copy and paste the results here.
