Exactly what happens when you visit that page? The page has a pop-up on it that may be being blocked by whatever security software you have running on the new computer or by Internet Explorer's own pop-up blocker (or possibly even by a conflict between IE's pop-up blocker and the security software. Try temporarily disabling IE's pop-up blocker and see if that helps the page load.
I have the pop up blocker disabled, but the page still won't open. At the bottom of the page it will say opening
http://www.lake-mills.k12.ia.us/ then done, but the page is blank, and the address in the address bar is whatever page I was on previously. I also tried disabling McAfee, and I still could not open the page.
I often see this too. But normally, not when selecting a URL from my Favorites list or when typing the URL in the address bar. It happens to me when I select a link that is on a web page I am looking at. The link opens the page, reports done, but I have a blank display. When I click on the reload button, the page opens normally and displays okay. Annoying, but at least something I can live with.

Wednesday a student's notebook could not get into web sites and I found a hard-coded DNS TCP/IP address. I changed the setting to "obtain DNS automatically" and everything cleared up. The interesting thing is that stuff worked when connected with wireless here but when I turned off the wireless and had an Ethernet cable connected, it would not work at all until I made DNS be automatic rather than specific address(es).
How about downloading and trying "Bon Echo" (FireFox 2)?

What other internet security are you running? Symantec? McAfee? Zone Alarm?
What does IPCONFIG /ALL show?
If I remove my DNS settings, IE can't even find my home page. After I removed the settings, it wouldn't let my select obtain automatically. I already have windows firewall disabled. I use McAfee, and have the privacy service disabled. When I try to run IPCONFIG /ALL a black screen pops up and disappears so fast, you can't see anything. I don't have any idea what else to try. I've always used Norton, so McAfee is new to me, so I haven't changed any of the default settings, except disabling the privacy service.
McAfee may be preventing.
What is your home page?
What is your "preferred" DNS address?
Do you have a second one (or more)?
To get the /ALL report
Start | Run "Cmd" press Enter
This will give you the black screen that will stay
type C:
press Enter
type CD \
press Enter
type MD DOWNLOAD
press Enter
type CD DOWNLOAD
press Enter
IPCONFIG /ALL >My.Txt
press Enter
type EXIT
press Enter
Now you can use NotePad (or WordPad) to "Open" My.txt in the C:\DOWNLOAD folder and copy and paste the report into a post here.
The settings I am familiar with (that work, here) are:
* obtain DHCP (automatically) through WINS
* obtain DNS automatically (no hard-coded)
Is there some reason that you (seem) do not have WINS enabled for the DHCP ?
Without your using those kinds of settings, I am beyond my ability to help you. Over and out.
When I run command prompt cmd, then telnet
www.lake-mills.k12.ia.us 80 I get the error message "Could not open connection to the host on port 80, Connection failed. Any suggestions?
