After you reinstalled the OS, did you reinstall all the drivers... in the correct order?
Did you also install the 'Webcam Manager' software? It should be on a CD you got with the system.
If you don't have the disc for some reason, you can download Webcam Manager software from the 'Drivers & Downloads' page for your system, on the Dell website.
There's a 'Drivers & Downloads' link at the bottom of this page - under 'Support'.
Finally... did you configure/setup the webcam properly in the 'Tools --> Audio & Video Setup' menu option in MSN/Windows Live Messenger?
Hello ! Thanks for the reply.. However the help is not needed anymore.. I found out that it was simply MSN's problem.. After some research work in Google, I found out that very many people were having the same issue.
All I needed to do, was reinstalling my messenger, what I did many times without progress. After research in google, I find out that the RESTART must be done right AFTER deletion and then it was OK to reinstall it .
After I did so, everything was fine ...
BTW ! I did not install drivers in the correct order but everything seems to be working at the moment...

What system do you have?
