QoS Packet Scheduler

Question

Hello, New to all this! Trying too get MSN Messneger 'conversation' working. (Typing and video ok!). Have read about trying to turn of QoS packet Scheduler.   I am on a dial-up connection, 56K.   The QoS under the networking tab is 'greyed-out' and can't be turned off!   I have a Dimension 8600, running XP.   How do I turn it off please!   Thanks, Qwerty

Does the user account you are using have sufficient privileges to do this?

I assume I have full access...I am 'computer administrator' user.
