Do you remember how you went about disabling the WiFi before? Generally there are 2 - 3 ways to do it depending on your preference:
1. BIOS - Hit F1 or F2 (whichever your system tells you to) to enter the BIOS setup and there's usually a section there for enabling WiFi products.
2. Hardware switch - In briefly looking at the online manual for the Inspiron 6400 it doesn't appear to have one so you're probably OK here.
3. Software switch - On some laptops (and if the keyboard picture in the Inspiron 6400 online manual is correct yours does too) you can press the Fn key + F2 key to toggle the wireless devices on and off.
I'd say give #3 a shot first as most people don't normally go into the BIOS changing settings.
