You need to install the chipset drivers. The chipset drivers should be the first drivers installed after reinstallation of Windows. Until the chipset drivers are present, Windows will not recognize nor be able to install drivers for many other devices.
I did what you said. The only chipset driver we could find was Intel Mobile Chipset, v.4.20.1006, A02. However it still is not reading the same drivers I mentioned before. Is there another chipset driver I need?
Now that the chipset drivers are installed, you will need to install drivers for the devices listed as problem devices. Follow jmwills' link to find them.
It seemed to update some of the stuff. The problem now seems to be the FlashBIOS I have A04 BIOS and just downloaded the FlashBIOS A32 but when I try to install it says it is running on an unsupported system. Is there another version?
Don't bother with the BIOS, as this is not your problem and it is risky to upgrade the BIOS unless you really need to. After installing the chipset drivers, did you try to install the other drivers?
According to the Device Manager the two drivers with question marks are the Network Controller and Video Controller(VGA Compatible). Under PCMCIA Adapters I have a Texas Instruments PCI-4510 CardBus Controller which I don't know is necessarily correct. I also have a Belkin Wireless G Card and downloaded the Belkin Wireless Utility but it dosent see the card.
I'm down to just the network controller questionmark and finally found the right belkin driver. However I thought I already installed the network controller which sows up in my start menu as Broadcom Advanced Controll Suite. I am unsure what todo at this point.
Broadcom Advanced Controll Suite are utilities programs for a broadcom network adaper. What is the Belkin adapter? It is something you added? Dell sells no computers with Belkin products pre-installed. What devices are showing up in Device Manager as problem Devices now?

The drivers for the network controller (the ethernet network controller) are at:
http://support.dell.com/support/downloads/type.aspx?c=us&cs=19&l=en&s=dhs&SystemID=INS_PNT_P4_5100&os=WW1&osl=en&deviceid=2966
The video drivers are at:
http://support.dell.com/support/downloads/type.aspx?c=us&cs=19&l=en&s=dhs&SystemID=INS_PNT_P4_5100&os=WW1&osl=en&deviceid=2552
I can't point you to the correct drivers for the Belkin wireless network card without knowing the exact model of the card.
