Sounds like your college uses a proxy server to firewall/filter internet connections at school. This is pretty common, so never fear. Open up internet explorer and go to Tools > Internet Options... > Connections. Click the "Lan Settings..." button, and in the dialog that pops up, make sure all three boxes are unchecked, most notably the "use a proxy server" option.
 
If you are connecting to the internet at home from a connection provided by a regular ISP (e.g. AOL, MSN, cable internet, DSL, etc), you need to make sure these options are all unchecked. However, if you are connecting from home using a connection provided by your school (like a modem pool, dial-up kind of service), it could be that your school is just trying to keep you from doing anything besides school stuff when you're online at home. I doubt this is the case, but you never know.

Perfect!! cheers, no coolege isnt that bad thet there tryin to restrict us, but they dont wana bend over backwards just so we can clog our computers up with thousands of songs!

oh, actually, since you seem to know a bit about firewalls, do you by any chance know a way of getting round them to try and downlod pier to pier music?

there are a lot of ideas going around, but nothing seems to works, is there any way logging onto kazaa, or winmx, and actually getting a connection? because, even with broadband at home a song can take a while, in here it would take approx 5-10 seconds!!

If you're at home using your own internet provider, you're more than likely not behind a firewall. Your internet connection at school is very fast, with unlimited or high-limit bandwidth. At home, you probably have a maximum download speed around 1.5mbps. Nobody ever really reaches that speed with a peer-to-peer program like Kazaa, because everyone's upload/download speeds vary so widely.
 
If you ARE on a firewall at home (e.g. behind a router or using software such as ZoneAlarm or the Windows XP build-in firewall), you just need to open up the port for Kazaa, WinMX, etc. You can find the port number somewhere in the settings for the program, and then open up that port on your firewall - read your help files to figure out where to find the number. :)
 
However, if you can still actually connect to the peer-to-peer network at all (even slowly), it could just be your internet connection. Also check the proxy settings of the peer-to-peer program and make sure they're cleared out when you're at home.
