This actually is a common problem of IE 7 embedded to Vista. I believe this is due to a recent Windows security update. System restore won't work here. Try resetting your IE 7 by going to TOOLS>INTERNET OPTIONS>ADVANCED>RESET. If nogo, remove the update installed recently (sometime in April 9 or 10), and see if this works.

I'm afraid if these steps won't solve the problem, you'll have to consider backing up your files to restore the system back to factory defaults.
