You must mean the IP Address from the DHCP server?  Right?  Check to see of your address for your machine is set to obtain an address automatically because the address you posted is a subnet mask id and not an IP Address.

Are you behind a router on a broadband connection or dialup?  Try going to a command prompt by Start>Run>type cmd in the box and hit enter.  At the prompt type ipconfig and post your results..

Then type ipconfig /release and thne hit enter then type ipconfig /renew to renew the address.

Check this link for some basics.

Actually your XP PC will send out an all network broadcast - when it boots up , if it is configured for DHCP - Obtain Automatically - because it does not have an IP address to use - so it sends the message out "Please someone give me a valid IP address" - in simple terms,

This is meant to be a broadcast message - "DHCP Discover" so that mutiple DHCP servers can send you differe offers of IP addresses - "DHCP Offer". Its up to your XP PC then to choose one of the offers -usually yhte first one it receives.

By the sound of your note - I think your not getting any DHCP Offers back - so check that your router or cable modem or ISP device is configured or set to provide DHCP addresses. Also check that you not to have configured one statically - i.e. the ISP provided info to you to set it to x.x.x.x
