With that many systems, it will be hard to determine where the problem is other than turning off all of them and trying one at a time until you find the slow one.
 
One may have a trojan on it possibky using your connection as a mail server to send spam and slowing down your connection.  Only the process of elimination will tell.

Well I found when my stepbrother's virus computer ( He doesn't know how to really protect himself from viruses.He is 14.) is off like yesterday when I came home from work and I was on for long time and his computer wasn't on the pages loaded fine.

Soo basically I found it was his computer causing the pages load slowly (like dial up.)

He is kind of geeky. Just not computer geeky.

He just knows on get online and download music.lol

He doesn't realize that he needs stuff like pop-up blocker and running anti-virus scanner at least once a week. Or anything.lol

My dad has cleaned his computer before. my stepbrother likes think he just needs get a new computer and the 'problems' would go away.

14 and not a geek already?  That's surprising.  I thought these guys were writing Linux code by that age. 
 
Clean that machine and give him a Limited (non-Admin) account only.
