Slow dial-up connection

I am having troubles getting my new dell dimension to connect at speeds above 28.8 kbps.   The computer I had before this new one would connect at 40-46 kbps, sometimes up to 51 kbps.  I know it isnt a problem with my line, phone jack, or cable because I can put my old computer back in and get in the 40s, then put the new computer back and only get 28.8.
 
Anyone know of a setting that might be limiting the connection?  I have maxed out the port speed on my modem, but that didnt help.
 
Any help would be appreciated, thanks

Are you using the same RJ-11 cable to connect the modem to the phone line for both systems?  If not, try a different cable between the modem and the wall jack. 
 
Connect speeds can vary widely between modems.  Some modems tend to connect on the high side and some even tho it's not really stable at the high speeds where others are more conservative and will connect a lower, but more reliable speeds. 
 
You can try uninstalling the modem in the Windows Device Manager, then restart Windows and the modem will be detected and reinstalled (refreshed).  This may or may not change things.
 
If the modem in the old PC is a PCI modem and Windows XP compatible (and you have the driver) you could try it in the new PC and see what happens.
 
There are many modem "tweaks" available, some to try and boost the connect speed, however many of those are really only for specific instances and many will not help "general" speed problems and may even hinder so be careful if you search the web for tweaks.

Thanks for the tips, I will try them out, though my old modem is not a PCI, so if uninstalling doesnt work, I may go out and buy a new one.

Here is a little update:
 
For some reason, the modem has gone up all of a sudden to 48kbps.  I am happy with the new speed, but Im curious how it happened.  I hadnt changed any settings before I got the faster speed, so maybe it just took some time for the modem to adjust to the computer... though that seems obsurd.
