slow modem

My new Dell Dimension 3000 connects at an incredibly slow 38-40K bps.  I sometimes cannot download at all and have a terrible time with email.  I also have very frequent disconnects.  My old Gateway always connected at 52K bps on the same phone line and ISP.
 
Do I have a bad modem?  The internal diagnostic checks out okay, and I have no viruses or adware.
 
This is really frustrating.

Hi,

Try this solution and then check:

Click Start->Control Panel

Click on Phone & Modem settings,

click Modem

click Properties,

click Advanced

type the following AT&FE0V1S0=0&C1&D2W0 in extra settings.

If it solves, pls tell me.

What might I expect?  I've had so much trouble with this computer, I don't want to cause more.  Should I re-install drivers( however I do that).

Thanks for the tip.... I have also been having problems with my brand new Dim8400.  I inserted the initialization string you provided.  Now my dial-up speed shows as 115.2Kbps.  Well.... that obviously cannot be correct with a 56K modem, sooo..... it is only tricking the modem into thinking it is connecting at a higher speed.... my downloads are still crawling.
