SLOW speed connection through dial up

I have a dial up problem. I have an almost new Dell dimension 4600 with 512 megs of ram with intel pentium processor. I have never connected faster than 28000. I also have an old HP with 192 megs and a slow celeron processor that will connect at 56000 on the same phone line. I'm running the same spyware program on both. I've tried everything I know to speed the Dell up! Help! Any suggestions? Thanks!

This question gets asked frequently.  There was another post almost identical to this one recently.  Do a search or just scan through the postings on this forum section.

New Dell Dimension E 310 computer, 56k modem, Windows XP, Pentium(R) 4CPU 2.80 GHrz. I can not connect at speeds above 28k. Usually at 26.4k. My old computer connects on the same phone line at 49k. I've spent hours with Tech Support and Changed the modem. The modem checks ok with the McAfee test at http://us.mcafee.com/root/speedometer/default.asp. What can I do?

I wrote a long reply but the forum trashed it.

Try adding +MS=V90,0,,,44000,52000 to the extra settings for your modem in device manager.

I think Dell got a flakey batch of Conexant D850 modems in early May.
