Snail's Pace Internet Downloads.

I have been having problems recently trying to download files from the internet on to my DELL Dimension 4500 computer     Today, the computer finally managed to complete the Pitstop tests but the whole process took over one hour.     Most of the results were similar to those I have received in the past, but the measured download speed was only 55Kb/s, clearly an intolerably slow speed.    The upload speed was about 600kb/s.   The details of my system are given below:

 

I have run various programs, Disk Cleanup,  Spybot, Registry Mechanic, Defragment, Pitstop Optimize2, and Disk MD, all of these before running the Pitstop tests.   My other two computers are not affected by the problem and give tolerable results in the Pitstop tests.  I am using my laptop to send this message.

 

I have searched through a number of Dell Forum messages without finding information or advice to help me solve the problem.

 

Please could someone advise me on the steps I need to take to identify the source of the problem?

Use a process of elimination to eliminate possible culprits.  For example, temporarily disable any firewalls to see if that is what is causing the problem, boot to Safe Mode with Network Support to see if there is a program running from startup in Normal Mode (which don't load in Safe Mode) is causing the problem.  If the speed is OK in Safe Mode, then use msconfig to eliminate startup programs, one by one to see isolate the culprit.   Start Internet Explorer with no Add-ons to see if an Add-on is causing the problem.
