Solution to the Dell WLAN Utility "inconsistent" error
Solution to the Wireless LAN inconsistent issue is to grant Everyone - Change permissions to C:\Documents and Settings\All Users\Application Data\Microsoft\Crypto\RSA\MachineKeys
Then any user can run the WLAN Utility.
Found using regmon and filemon. These permissions are also found in the Dell OEM install of XP Pro on the D630 (or something very close to them.)
