I looked up the solution to this error on this page. When I clicked on the actual error number, I found the following:
Error 678: There is no answer.
First check that the POP the user is dialling is not down or busy.
Get the user to dial the POP number exactly as it is listed in DUN and see do they get an answer. If they do then chances are they are dialling extra number in "Dialling Properties". Take out any unnecessary settings from there.
Updating the drivers on your system may cause difficulties with older hardware, but normally updating the driver does not cause problems. The error message you received leads me to believe the issue may lie witth your ISP.

Checked out that link and did that---
did not resolve problem.
The weird thing is that ultimately I can connect but with my phone enabled first---never needed to do that before.
Could I need a modum driver update?
