Some cable providers lock to a particular MAC address (physical address of your network interface card). A simple phone call to your ISP may provide the answer. If that is the case, they may be able to just reset your port to "learn" the new MAC, or you may have to provide the MAC of the second PC to them. Either should not cost you a dime as long as it is not a toll call.

Another alternative is to take a "broadband router" and enter the MAC of your original computer in it (they have "MAC cloning" typically built in). If you want more than one computer to share the same internet connection at the same time, this would be the easist/cheapest solution. Basically they allow you to use one public IP to connect multiple privately addressed PCs to the internet via the router.
