Both of these forums get a lot more traffic than does the network forum and you will have a better chance of solving the problem, if a wider variety of users see your message.
The System Restore database often becomes corrupt and the only solution is to disable System Restore, reboot, then re-enable System Restore. Of course this results in the deletion of all previous restore points, but it is a moot matter anyway because System Restore will not work with a corrupt data base.
