Here is the solution:

Go to Control panel>Phone&Modem Options..Select ..Modems..select properties> select advanced. In the extra initialization commands: add ATM0. That's a zero..click ok.

On mine, under the modem properties, if I choose the Modem Tab, there is a slider for the volume control...

to add, i've had this issue, i have my modem actually set to modem speaker off under phone modem/advanced tab and it still thinks the speaker is enabled!!!, also can you add more than one command if you are already using a advanced command such as +ms=v34? along with that code you posted.... adsl in a few more days yay!!!
