I don't/ haven't used "Modem helper"... and a short search for it's result code wasn't really productive. I use Windows utilities to check the modem installation ("click here").
If you didn't do a "Clean Install" (wipe HDD/ partition & format) and installed WinXP " over your original OS installation... click "Start/Run", type services.msc and scroll down to the "Remote Access Connection Manager". If the service "is not" enabled, try to start it. If you get an "Error 5: Access Denied" message, then if you're using "WinXP SP1", "click here".
If the service "is" enabled: Since you're connecting with HyperTerminal, did you try to "Create a New Connection" in "Network Properties"? Right-click "My Network Places” and choose "Properties". Double-click "New Connection Wizard” to launch this wizard.
Configure the TCP/IP protocol: Right-click on the Dial-up icon/ select "Properties/ Networking tab/ "Internet Protocol TCP/IP"/ Properties". Select "Obtain an IP address automatically" Click "Advanced TCP/IP Settings" - check to see "use default gateway on remote network" is enabled.
The latest Dell WinXP drivers for your modem is "here" .
