60 (plus or minus) is not a lot for a Windows XP system.  I doubt that is your problem.
 
You failed to include your PC model Number and Operating System - it's needed as there are many different Dell models.
 
DSL refers to a broadband service.  If you are unable to connect via DSL there can be many issues, so again more info is needed.  e.g. how are you connecting to the DSL modem?  Ethernet or USB (Ethernet is the preferred way).  If the DSL modem showing it's in sync?  Is your firewall allowing you access to the net?, etc.

You do not need their stupid software to setup e-mail.  All you need are the name of the two servers, POP3 and SMTP.

I changed from Cable to DSL.  I can actually connect to the Internet via Ethernet; I can't load the Verizon DSL package which will allow me to set-up my email account.  Their 'customer service' told me it was b/c I had too many processes running.
 
I'm running Microsoft Windows XP
PC Model Number.....not sure (Dell Dimension DV051 Intel (R) Pentium (R)?)
