upload misery

Inspiron 2500 verizon dsl i've done clean install of windowsXP and 2000.(due to this issue, i tried both) both installs had terrible UPLOAD performance it seems. windows detects the network adapter as intel based 8255x ethernet. i was able to load the actiontec driver from my dell reinstall disk. (i wasn't sure if this was proper driver..but i was willing to try anything) at pcpitstop.com upload test, it typically registers as "-2" upload speed. makes it difficult to browse any internet site, get windows update, etc. i'm out of ideas. my setup is w/ verizon dsl, modem -> netgear router. 3 other machines all perform well off same. thanks, bubba
