Once you get connected to the Internet, do the following:
Click Start|Control Panel|Network Connections. Right click on your LAN connection. Left click on Status. Click on Support tab. Click on Details button. Write down your IP Address, Subnet Mask IP, Default Gateway IP, DNS Server IPs. Now Close the Details window. Click on General tab. Click on Properties. Scroll down to Internet Protocol (TCP/IP). Highlight it. Click on Properties button. Click on the little circle beside "Use the following IP Address". Enter the IP information you obtained earlier for each item. Click OK. Click OK to close the the LAN connection properties Window. Restart computer. How long does it take to get connected to the Internet?
are you aware that having 2 antivirus on your pc will cause you such problems? i do suggest eliminate one of your antivirus... then go to safemode with networking and try to surf and scan your pc there... after that check your internet speed if it matches with your ISP plan... (if not, call your ISP this might be an ISP issue) but if yes then there is a spyware,virus running on normal mode that makes your connection very slow...
make sure you scan your pc on safemode w/networking (i suggest use AVG)... after that go back to normal mode, clear your cache and cookies and close everything do a final restart then try to surf again... :)
Some interesting observations - the same time I could not access the web through IE I was also not able to access the Network Connections list (although as mentioned before I did have connectivity, and could ping). The window opened blank and just hung for 10-15 minutes much like IE.
I finally did get in and have tried what you suggested. The result was no change after restarting. Still took 10-15 minutes to finally load a page.
Kikomatsing - I also removed PC-Cillin and I thought that was a good theory because a lot of this started when I started installing other anti-virus software. I only had PC-Cillin enabled as a firewall but never the less I uninstalled. No luck either. I haven't tried the several boots into safe mode yet as I had already tried that but was not able to get online even with network access (so I couldn't test). I will try again.

I installed zone alarm as after removing pc-cillin I didn't have a decent firewall. After restarting I exprienced the blank desktop issue that I resovled in this post. I have a feeling my profile is just corrupt.
I then rebooted into safe mode with network into a new profile I had created - no problem. While I can establish an IP address I can't seem to ping out (error says something like - can't transmit - not a time out. I'm pretty sure this is just something to do with a driver not loading in safe mode).
That's where I'm at. Let me know if there's any more info I can
