Very slow Internet

I am experiencing very slow Internet when I first start my computer.  When I first start, the speed is around 9.5 Kbs sent and 26.3 Kbs received.  After the computer is on for say an hour or so the speed will be up to 1 Mbs sent and 3.8 Mbs received.  If I turn my computer off in sleep mode and turn it on the speed then is sometimes as high as 5 Mbs sent and 30 Mbs received.  What causes this?  I have Comcast Internet service and they have been no help.  I have gone through numerous so called fixes suggested by Comcast and none have helped.  I have MS Windows 7 and Internet Explorer 8.  My computer is Dell XPS 630 with plenty of memory.  Is it harmful to shut down the computer and leave it in sleep mode?  How much additional power will be consumed by leaving it in sleep mode?

What happens if you shut down the computer and do a full cold boot?  I never use sleep mode on a desktop as they were really not designed for that.

When I make a cold start, the speed is 5 to 6 Kbs and continues to gain speed slowly and when I have been on for say 30 minutes, the speed may be up to 2.5 Mbs sent and 14.5 Mbs received.  It will continue to gain some speed after that but at a slow rate.

I haven't tried the sleep mode very much but for some of the sleep mode starts, the speeds were 5 Mbs sent and 25 Mbs received when I first started out of the sleep mode.  You say that the sleep mode is not for PCs so why do they have this choice when you shut down?  Do you think this problem may be with Comcast?  I have not been able to get them to admit it if it is.
