I have a Belkin 54g wireless access point and have had connected to it a belking PCMCIA card, belkin PCI cards and intel mini PCI cards (the latter using the dell drivers) and I've found that wireless connectivity depends greatly on the drivers installed.

If after you've ensured your drivers are the correct ones you are still getting a bad/unusable signal ask your neighbour to set the wireless router to what I think is called Protected mode, this is an option that should give much greater signal strength but at the cost of a little bit of throughput/speed.
