When on Internet Explorer (not Responding) Resource Cache Builder Tool stopped working

I will be right in the middle of something and it does not respond and pops up in the middle of the screen Resource Cache Builder Tool stopped working. I have tried to restart in safe mode I have done a msconfig check and nothing works. What do I need to do now.
