WINDOWS MEDIA PLAYER 10

When i try to go to WINDOWS MEDIA PLAYER 10 or DELL MEDIA EXPERIENCE I get an error,
error: 0xC0011B3  
 
I have a DELL DIMENSION 3000 with XP HOME SP2
 
I have tried the three things windows tells me to do and no help
 
1.  the server  is down  ( i checked with ISP and their server is not down)
 
2.  you are not connected to the  internet ( i can go anywhere on the net  except media )
 
3. The proxy server settings for the player are not configured properly.  I do not know if i did these
    right.
 
I am using a dial up modem

Typically, there should be no settings for a Proxy Server.  Uncheck every thing in there unless you are specifically instructed to do so.

Thank You for your help
I went to network and uncheck all proxy checks   i am using no proxy, did not work
 
one thing i left out of my first message is this is what is at the top of the error:
 
0xC00D11B3:  Encountered a network problem
