Did you uninstall or reinstall the Bluetooth drivers?
Do the other devices connect via Bluetooth to the computer?
May I know the Operating system installed on the computer?
Below troubleshooting steps are for Windows 7:
Click on the Start button and then choose Control Panel.
Click on the System and Security link.
Note: If you're viewing the Large icons or Small icons view of Control Panel, you won't see this link. Simply click on Device Manager and then proceed to next step.
In the System and Security window, click on the Device Manager link located under the System heading.
In the “Device Manager” window, click the plus sign next to “Bluetooth Radios”to expand it.
Right click on sub option, click “Uninstall”.
Check the box “Delete driver software for this device”, click ok and follow the on-screen instructions to uninstall audio driver.
Restart the computer.
Also, install the Bluetooth drivers from the below mentioned link (windows 7) :
From the above link click Service manual to access Memory reseat/remove section.
Before Opening the chassis, I recommend you to remove the battery and disconnect the adapter, press and hold the power button for few seconds and release to drain the flea power.
****NOTE: Please ensure that the power cable of the computer is disconnected before opening the chassis. Refer to the Service Manual for assistance on removing or replacing the internal components of the computer.

I am running Windows 7 Ultimate, the problem with that solution is that the "bluetooth radio" has disappeared from the device manager

Hi walkerr21,
Check if Internal Bluetooth is enabled in BIOS. Restart the computer and tap F2 at Dell logo.
Under “Advanced” check if “Internal Bluetooth” is enabled.
If the issue persists, reseat the bluwtooth card on the computer.
