It is really difficult to give you specific help if you don't tell us up front which model computer you have.  After reinstalling Windows did you install the chipset drivers first, followed by the notebook system software, then all of the drivers for all of the other devices on your computer (network adapter, wireless network adapter, video adapter, audio adapter, modem, touch pad, etc.)?

First off, I have an inspiron 8600. Right now I am using a wireless card that I bought to plug into the side of the laptop, but I am sure that it was capable to begin with, and that I don't necessarily need that card. If there is something internal, how can I activate it. I'm pretty sure I installed all the drivers for my computer from the CD after I reformatted.

There are two things you can do to determine whether or not you have an internal wireless card.  The first is to look in the MiniPCI slot (under a door on the bottom of the computer - see the following document - http://support.dell.com/support/edocs/systems/ins8500/en/8500/sm/upgrades.htm#999869) and see if there is a wireless network adapter in the slot.  The second thing to do is to go to the following site, enter your service tag number and click on the Original Configuration tab to see if a wireless network was shipped with your computer and, if it was, which model card was shipped)
