What did you do to the system just prior to this error starting to occur?  i.e. did you install new hardware or software?  did you remove any hardware or software?

Try using System Restore to restore your computer to a configuration present prior to the start of the problem.

Which version of Internet Explorer do you have?  If it is version 7, you can go to Tools > Manage Add-ons > Enable/Disable Add-ons and see if you can find the ActiveX control you installed and disable it to see if that fixes it. 

 

Note that my search of the internet using Google, found no simple answers to this problem in the few cases it was reported.  One suggested that the error came up after uninstalling Norton Internet Security (the solution was to use Symantec's manual uninstall procedure to remove all traces of Norton) and another suggested that the problem came up after installing Device Drivers for a wireless network card (the solution was to unistall the drivers, reboot, and reinstall the drivers).   That's why I asked if you had installed or uninstalled anything prior to the problem coming up.

The Wireless Configuration in Control Panel will only be present if you have the wireless utility for your wireless card installed.   If you use Windows to manage your wireless network, you do not need the network card's utility program.
