Which wireless network adapter do you have in your machine? (why do I have to ask this quesiton everytime someone posts a question on this forum?)

Try setting the power management settings on the wireless card to always supply full power.   On that vintage card, I think you can do this by opening Device Manager, expanding the listing for Network Adapters, right clicking your wireless network adapter, selecting Properties, then clicking on the Power Management tab.

Hi,
 
There is a software in all dellsystems' viz: QUICKSET'.
Get to start> All programs> dellquickset> click on radio option or internal network card option, check the option: " Always activate on battery".
 
By this your wireless card will always be turned ON, irrespective of the system running on battery or on AC adaptor.
