Start, control panel, network. Right click on your wireless connection, left click properties. Look for Internet Protocol(TCP/IP) click on it, then click on properties. Have your settings match mine.
Downloaded the RegistryBooster and tried to run it on the laptop. Get message saying: "Application does not support multiple user sessessions. To run as current user RegistryBooster must be closed from a different user account."
Tried it as Admin and as User. Not sure how to "close" from a different user account. Does this mean to somehow not let it run from one of the accounts?
ran IEFix, and now my Wirless Connection shows not connected. When I click Repair I get: "Windows could not finish repairing the problem because the following action cannot be completed: Connecting to the wireless network."
Geen bars in the Task tray shows that I am connected to my home router. I did reset the router prior to me posting this promblem.
Problem is definately an Internet Explorer problem.
I would suggest that maybe someone at Microsoft Answers-Hardware could help you solve the iNternet Explorer problem, since the normal fixes are not working.

Sorry, don't know what happened there the first time I clicked on that link. But now I have downloaded Winsock XP Fix and ran it.
I still have the same problem. Good connections to Wireless, but IE8 says "cannot display webpage"

How to reinstall or repair Internet Explorer in Windows Vista and Windows XP
or
Repair IE8 (IE7) and IE9
NOt sure which one will work better.

Trie your suggestions but still having the problem. I went ahead and downloaded IE8 from MS and reinstalled it. Still have the problem.

Thanks for your effort, Rick. I have gone to MS answers and have tried quite a few of the diagnosis thread and everything seem to be okay on those.
I will try Answers-Hardware and see what I get.

Dell Latitude D531
I have to restore my computor to Factory conditions but I do not have the CD's to do it. (had a virus that is causing Problems)
I have read that I can do this by pressing Ctrl > F11 at startup. I am unable to do this,. It goes directly into Windows XP as if I had done nothing.
How can I get to the partion that holds the Original setup of my computer?
