Are you asking about the Windows wireless icon or the icon for the utility that came with your wireless network adapter?  
 
To see whether or not the drivers for your wireless network card are installed, first check Device Manager and expand the listing for Network adapters.  Is your wireless adapter listed there.  If you open Network Connections, is there a wireless network connection listed there?  If the answer is yes to both of these questions, then your wireless network adapter drivers are installed.
 
If you need further assistance, please tell us which model computer you have and which wireless network adapter is installed in that computer.

I have a 9300 Inspiron (Dell). in the device manager the network connection has a ? and ! beside it.

I probably need a cd to reinstall the drivers and utilties?
