Power off the ISP Modem/router and your wireless router(if any). Wait 30 seconds. Turn on the ISP modem/router. Wait 15 seconds, then turn on the wireless router(if any)
Can you connect.
Also go to device manager and under your 1390 adapter, click advanced and change the antenna diversity from auto to aux.
Go to device manager. Does the 1390 WLAN Card show up there? If so, right click on it, and left click enable, if it's an option. Any yellow exclaimination marks or red'x while there?
Did you try restarting the computer in the safe mode, tap F8 on startup, and try safe mode with networking?

Try pressing Fn and F2 to turn on the card, maybe F2 or does the computer have a switch?
Was the operating system recently reinstalled?
Try posting an ipconfig /all log. Maybe it will tell us something.

Did you ever update the firmware in the wireless router?
What channel is the wireless router using? Try channel 11.
What type of security? I use these Recommended Wireless Router Settings and have no problems with any wireless devices connecting to my network.
Unplug the ethernet cable and restart your computer. Turn on the wireless card. Press Fn and F2 on most computers, F2 on a few or some have a switch.

I managed to solve the issue. Thank you very much ricky for your support.
Solution:
1. Uninstall Norton anti virus
2. Uninstall DELL 1390 Driver
3. Install DELL 1390 Driver

Brilliant point. I was told that when Norton expires, it will not allow the computer to connect to the internet.
