Wireless Laptop HTTP, HTTPS, FTP Connectivity

I can connect to the Internet on my laptop easil  at home with Comcast Wireless.
 
My Problem is wireless away from home.

When I am away as Airport or Starbucks or Library,etc, I am unable to connect to the available wireless networks at these locations.
My Laptop is Dell Inspiron 9300.
1. The Wireless Network indicates that it is connected with strong signal.
2. However, I click on Internet Explorer and I receive the message 'Internet Explorer cannot display the webpage.'
3. The Network Diagnostics for Windows XP indicates under HTTP, HTTPS, FTP Diagnostic the following:
 HTTP: Error 12007 connecting to www.microsoft.com: THe Server name or address could not be resolved.  
 HTTPS: Error 12007 connecting to www.microsoft.com: THe Server name or address could not be resolved.
 FTP(Passive): Error 12007 connecting to ftp.microsoft.com: THe Server name or address could not be resolved.
 HTTP: Error 12007 connecting to www.hotmail.com: THe Server name or address could not be resolved.
 HTTPS: Error 12007 connecting to www.passport.net: THe Server name or address could not be resolved.
 FTP(Active):  Error 12007 connecting to www.microsoft.com: THe Server name or address could not be resolved.
Error  COULD NOT MAKE HTTP CONNECTION
Error  COULD NOT MAKE HTTPS CONNECTION
Error  COULD NOT MAKE FTP CONNECTION
 
Until two weeks ago I had no problem connecting in the available outside areas. I have friends with me with their laptops and they do not experience any connecting problems at these locations.
 
I really need assistance.

Is your wireless adapter set to use a static IP address?  If so, reset it so that it obtains an IP address automatically.
