Could possibly be a problem with the router. Try disabling the wireless connection on your computer. Then unplug the router. Leave the router off a few moments, then plug it back in. Then re-enable the wireless connection.
I have been fighting this same issue and come to find out that its actually the WEP key was incorrect. Just formatted and re-installed. Grabbed the most recent drivers, loaded and the adapter was constantly Acquiring Network Address. After uninstalling, reinstalling again and again, I checked the WEP string. It was wrong.
I know the original drivers would pop a "Invalid WEP" message if the key was wrong.
Has the Intel card ever worked? Mine did, for 7 months, then failed to connect (could not retrieve a valid IP-address, details on this thread:

In the end it turned out to be a hardware problem. Dell sent me a new Intel 2200 BG card and ever since I am fine again.
