Did you have any encryption settings between the router and the laptop on your network? These need to match identically in order to allow access. Did you run the laptop through its wireless network wizard?
What exactly does the memory failure message say?

As far as I know all the network name, password & WEP key are all correct & the same on both router & laptop. Diagnostics say everything passed except memory - message: The WLAN (EEE 802.1.1) wireless networking harware is not functioning properly. Please contact your hardware provider.  However, when I check the Dell wireless card in Device Manager it says it is functioning fine! Under Link Status the Gateway IP address says Not Available.  When I do ipconfig/release it says, no operation can be performed on Local Area Connection while it's disconnected.

Is your laptop connected wirelessly to the router, or hard-wired to one of the ethernet ports of the router? For troubleshooting, until you fix the problem it's probably best to hardwire your laptop to the router and have no encryption settings on your network.
Open a Command Prompt window and type ipconfig/all at the cursor? Hit enter. Copy and paste the result info into a reply post.

After you made all these changes, did you power cycle your network hardware? Are there other computers on your network that have internet/network access, or is your laptop the only computer on your network that isn't working?
 
To power cycle your network, remove power from everything.(Cable/DSL modem, router, and laptop) Wait 5 mins. then power on the Cable/DSL modem. Wait 1-2 mins. then power up the router. Wait another 1-2 mins. then power up your laptop. See if that fixes the problem...
 
If it doesn't, try downloading the utility from this site and run it for errors on your laptop:
 
 
Also, you might want to contact your ISP's tech support and see if they can "ping" your cable/DSL modem for verification.
