WoL w/ computer off?

Can wake on lan ever work with the computer turned off ... or only when it's sleeping?  I can get it to work fine with the computer in S3 or even hibernating, but not when I power it down completely.

 

Dell 9150 (xps400) with integrated intel gigabit adapter.
