XPS 400 Networking Issue

I have an XPS 400 that's about a year and a half old.  I've lost internet connection and it now takes forever to log into a user following the initial XP startup to the users.  I've still got internet connection on another computer in the house and have tried enough things to rule out the cable modem, the router and the cabling.  Figuring it was the ethernet card (which appears to be integrated on the MB), I tried reinstalling the driver, re-loading the BIOS, enabling and disabling the Integrated Ethernet card, etc.
 
After talking with a guy at work, he suggested I try installing a new ethernet card to see if that would solve the issue.  I disabled the original card and installed the new card in an open PCI slot, and I've still got the same issues (no internet connection and extremely slow operation).
 
Any help is appreciated...

Have you tried uninstalling and reinstalling TCP/IP on your NIC. If the TCP/IP stack is corrupted you could have these kinds of problems. Go to the Device Manager and select properties for your NIC. You should find TCP/IP there. Before you do that though have you gone to Netwark Connections and tried right clicking the LAN connection to do a repair? This may also give you more info.

I tried the network connection repair already with no luck.  I'll try to uninstall / reinstall the TCP/IP tonight.

I just went through a similar problem, and it finally turned out the problem was in the cable company wires, but boy did it take a lot of time for them to come to that conclusions. I had to disable the modem and restart my computer many, many times, and must have been on the telephone fourshours at different times.

I went to the Device Manager and found the TCP/IP.  When I selected it, the Install button was lit, but the Uninstall button was greyed out (not an option).  Not sure what to make of that.
 
I again tried repairing connections, and checking the network card status (says operating properly).
 
Any further suggestions?

Ok, we are kind of at the end of suggestions for remote network debugging. Have you 1). checked IE to be sure that the connection settings have not changed? 2). Accessed your router to see if any problems are being detected there? 3). Recycled (powered down both router and cable modem) and reinitialized the network devices? If your router is not seeing your computer that could be the issue. I doubt it is the cable modem as the other machine connection is working. I am surprised that Windows is reporting the connection is OK. 4). You could still try disabling that connection and use the wizard to create a new LAN connection and see if that gives you more information when Windows tries to build the new connection. Beyond that I am tapped out at this point. One last thought, Can you access the other machine from this one (network drive mapping)?

May want to try resetting your TCP/IP stack with the Winsock Fix tool:

One way to make sure it is not software related is to boot to Safe Mode with Networking and see if the problem remains. Many times the problem is related to having more than one antivirus on the system or more than one firewall enabled. Check Safe Mode with networking see if you have the same problem. If not then begin looking at the programs you are running.

Thanks for the help on this.  I reset the TCP/IP stack using the "WinsockxpFix.exe" tool and it resolved the connection issues.  I went back and enabled the original ethernet card and it works as well.  Another couple of useful sites on the topic (in addition to the one mentioned above) were...
